Before Buying A Foothills Lot
Two lots with the same acreage may leave very different amounts of room for a house, garage, and pool. Check the building envelope, slopes, driveway access, drainage, and easements. Have your builder review the lot before you commit to a floor plan.

Land Price & The Full Cost To Build
Add up the land, closing costs, design, lot preparation, and construction. Ask the builder to separate included work from allowances and exclusions. Compare the full total with existing homes that have the garage, pool, and living space you need. Finished Foothills Homes.
Budget for surveys, plans, engineering, review fees, grading, drainage, retaining walls, utility connections, and driveway work. Ask which amounts are fixed, which are estimates, and what could increase the price. Ask About Building Lot Costs.

Ask the lender about construction draws, interest, insurance, and the transition to permanent financing. Allow for taxes, HOA fees, temporary housing if needed, and unexpected expenses. CC&Rs, Bylaws & Design Guidelines

Confirm the association for the address, then review its CC&Rs, bylaws, amendments, and design rules. Ask for the current resale or disclosure package to check dues, special assessments, fees, and outstanding violations. Building approval is a separate check.
Havasu Foothills Estates is the original planned unit development (PUD), also known locally as Phase 1. Read the recorded CC&Rs and the combined Articles and Bylaws below, then request any later amendments that apply to the property’s legal description.
Request the Arroyos CC&Rs and amendments for the property’s legal description and tract. Confirm which association applies instead of using another Foothills neighborhood’s documents.
The Enclaves documents cover homesite diagrams, building envelopes, landscaping, and approval for improvements. Review the lot diagram along with the CC&Rs and design guidelines.
The association manager publishes a Ladera document set, including design guidelines revised March 14, 2025. Confirm the documents for the North or South property and check the plant list and design application before planning exterior work.
The Villas has its own architectural and landscaping rules. The published design guidelines were revised November 28, 2023. Ask the association about later amendments and approval for the work you want to do.
The Trinity packets include the June 5, 2026 bylaws amendment and the June 10, 2026 CC&R amendment, together with the original documents. Check the separate written package for the lot and home you are buying.
These on-site copies keep the original documents intact. Check the association directory for later updates and request the current property package for dues, special assessments, transfer fees, violations, and existing approvals. RV Garages, Pools & Casitas
Measure your RV or boat and trailer, then check clear door height, door width, usable bay depth, cabinets, door tracks, and the turn into the driveway. For a new garage, have the builder place it on the lot plan with the house, pool, and required setbacks. Use HavasuLew IQ’s Garage Measurements.
Check patio shade, privacy, equipment location, maintenance access, drainage, and pool-barrier requirements. For an existing pool, request permits, inspection results, and service history. Tell Planning how you intend to use the space. A detached guest room, rental, workshop, and garage conversion may have different requirements. HOA Approval & City Permits
HOA design approval and a City building permit are separate. Confirm which approvals are needed, get them in writing, and keep the approved plans. For existing work, check permit and inspection records—a committee approval does not show that the City signed off on the project.

Vacation Homes & Rental Properties
Check the HOA restrictions and City requirements for the address before estimating rental income. Confirm the rental term you intend to use. A nearby vacation rental or an old advertisement does not establish what is allowed at the property.
Read the HOA rental rules, check City requirements, and request the restrictions for the property.
